Senior Trooper Dewayne Price and ODFW biologist Craig Foster were at the refuge northeast of Lakeview taking a Bighorn Sheep census.
The Oregon State Police says the Cessna four-seat aircraft hit the rocks Thursday after veering off a gravel road while accelerating for takeoff.
The OSP says damage to the aircraft's under carriage and wing will require it to be removed on a flatbed truck.
