Report on state of police bureau brimming with controversy

A report detailing the state of the Portland Police Bureau is nearly complete.

And it's already stirring controversy with its blunt criticism.

The draft report written by City Commissioner Randy Leonard is critical of police morale, recruiting practices and policy-making.

With his new administration coming into city hall in January, Mayor-elect Sam Adams asked Commissioner Leonard to study police and create a baseline report for any future changes to the bureau.

Leonard says he has been met stiff resistance to -and apathy toward- his mission from the upper police ranks.

It has actually made it hard to finish the report and recommend systemic changes to improve morale and recruiting, he says.

“There's an unusual defensiveness that I’m not used to when you make observations of the police bureau.”

Police Chief Rosie Sizer says she'll study the draft and mine it for any good ideas.

But she doesn’t believe it’s appropriate to fix things that aren’t broken.

“Honestly, I think we have a great police organization and I think I put together a great team of people to lead the organization and I've been very pleased with their work,” she explained.

Sizer is pleased with how the bureau is adapting to her changes over police use-of-force and new recruitment policies.

Current Mayor Tom Potter says he's concerned about the tone of Leonard’s report.

He, Leonard and Sizer are scheduled to meet next week to discuss the report and hash out the differences
