Mental patient attempts 2nd escape of day after assaulting officers

SALEM, Ore. -- A dangerous fugitive who carjacked a vehicle, rammed a patrol car and attacked an officer after escaping from the Oregon State Hospital Friday morning attempted a second escape later in the day, police said.

Oregon State Police said they had chased down and finally captured mental patient Michael Sands Friday morning, but that didn't deter him from trying to escape again -- this time while being treated for dog bites suffered during his scuffle with officers.

Authorities said Sands overpowered a guard at the Oregon State Hospital around 1:30 a.m. and that's how he managed to escape and flee on foot toward downtown Salem.

Investigators said he also stole two packs of cigarettes from a Shell Station in Salem before stealing the car.

Sands allegedly carjacked a woman's vehicle around 7:30 a.m. and officers soon spotted the stolen car, already on alert due to the suspect's past history of carjackings. Then, police said, Sands led officers on a chase through Salem, eventually ramming a patrol car.

At that point, his vehicle flipped near the intersection of Division and Commercial Streets and police said Sands jumped out of the wrecked car and attacked Salem officer John Manitsas. During the struggle, the officer said Sands tried to steal his taser gun. Then, another officer arrived and unleashed a K-9 police dog on Sands.

Sands was eventually tasered and officers were able to handcuff him. He was transported to Salem Hospital to be treated for dog bites on his leg and a sprained ankle.

He also tried to bolt out of the X-ray room while a techician was examining him, police said.

"A taser was deployed, but Sands continued to fiercely resist and had to be physically restrained by officers and hospital staff. He was taken back into custody and later transported to the Marion County Jail," Lt Dave Okada said.

He now faces a long list of charges including escape, robbery, unauthorized use of a motor vehicle, attempting to elude a police officer, criminal mischief, assaulting a public safety officer and interfering with a police animal.

“It’s good to see him off the streets for sure. Not the kind of guy you want to hear about wandering around Salem,” said witness Shawn Springs.

Violent criminal record

Sands' criminal record includes assault of a police officer in Curry County and a February 2008 carjacking in Clackamas County as well as other carjacking attempts.
