Witnesses told police Michael Dettling used his car to knock over his sister at 1341 Hayes Street and then drove right over her.

“This was also confirmed by actual tire tracks that were on the victim's arm and the back of her shirt,” said officer John Mikkola, with the Woodburn Police Department.

Kasey Reagan, 35, was first rushed to Silverton Hospital and then transferred to Legacy Emanuel Hospital where she was listed in serious condition at last report.

She was conscious when police arrived and told investigators she had been arguing with her brother, who is deaf, before he ran her over.

Michael Dettling turned himself into police on Friday night after talking with police negotiators.

Dettling was transported to a local hospital for evaluation. He faced several charges including felony hit and run, domestic assault and driving with a suspended license.
