Lack of evidence to support Breedlove claims about City Hall kiss

PORTLAND, Ore. -- Investigators with the Oregon Department of Justice obtained no testimony or evidence that Mayor Sam Adams had sex with Beau Breedlove illegally or that any intimacy occurred before Breedlove reached “consensual” age.

The investigation centered on whether “sexual intercourse” or “deviate sexual intercourse” occurred with Breedlove before he turned 18.

Breedlove turned 18 on June 25, 2005.

The two met while Breedlove was a volunteer intern for state Rep. Kim Thatcher and Adams was serving as a city commissioner.

Records made available during the investigation showed “regular cell phone and text message communication” between Adams and Breedlove during April, May, June and July 2005.

Adams called 46 times between March and July of 2005. Breedlove called or text messaged Adams 42 times between April 13 and May 11, 2005. More: No charges against Adams

Breedlove claimed Adams had kissed him after a lunch the two shared at the Macaroni Grill, at which the intern disclosed he was 17 years old. Breedlove had also claimed that the two had “made out” in a City Hall bathroom prior to his 18th birthday.

However, the state investigation could not substantiate either allegation. No witnesses observed the kiss after lunch and Adams testified that he commonly “greets or leaves friends with a hug or quick kiss on the cheek.”

No witnesses were able to verify the exchange in a City Hall bathroom. Adams denied it ever happened.

“DOJ’s investigation uncovered no documentary, physical or electronic evidence, such as e-mails, text messages or notes, to corroborate Breedlove’s claim that Adams kissed him while driving to the train station after lunch at the Macaroni Grill or in the City Hall bathroom … and DOJ has not identified any witnesses to corroborate these claims,” the report said.

Breedlove’s testimony was tainted by a Class C felony he pleaded guilty to, involving theft from a Macy’s store in Hawaii, and by the fact that he was paid to pose for Unzipped magazine after the Adams scandal broke, investigators concluded.
