Dog owner cited for animal abuse after dislocating pit bull's hip

A pit bull owner was cited for animal abuse after he hit the dog so hard he dislocated the dog’s hip, authorities said.
The owner was identified as Portland resident Richard J. Braemer.
The pit bull, named Bubba, is recuperating at the Oregon Humane Society.
Bubba underwent surgery at the OHS medical center to repair severe damage to the joint, and veterinarians hope that he will one day regain full use of his left rear leg.
Humane society officials, responding to a complaint from a concerned citizen, investigated the case and found sufficient evidence to cite Braemer with first degree animal abuse, a Class A misdemeanor punishable by up to one year in jail and a fine of $6,250.
OHS investigators found no evidence that Bubba was aggressive or threatening. The dog is currently in custody at OHS, where staff have been impressed by his gentle behavior and hope to offer him for adoption when the legal case is concluded, officials said.
