Measure 26-91, which would have shifted some powers from the Portland City Council to the Mayor of Portland, was defeated by voters in a special election Tuesday.

With 61, 581 votes cast, opponents won 75 percent of the votes while supporters got 25 percent.

The measure had been hotly contested within City Hall, with Mayor Tom Potter advocating for increased powers and several members of the Portland City Council staunchly opposed.
