Voters say 'No' to strong mayor

With 24 percent of registered voters counted in Multnomah County, three measures received endorsement from voters while a 'strong Mayor' proposal was soundly rejected.
Measure 26-89, a City of Portland measure to convene a Charter Review Commission every 10 years, with recommendations submitted to voters, passed with 76 percent in favor and 24 percent opposed.
Measure 26-90, ammending Portland's City Charter to simplify civil service provisions and authorize the City Council to implement a merit system, passed narrowly, with 54 percent voting in favor and 46 percent opposed.
Measure 26-91, the hotly contested proposal to amend Portland's City charter to shift some powers from the City Council to the Mayor and create a 'strong Mayor' form of government, was soundly defeated, with 76 percent voting no and 24 percent voting yes. Details
Measure No. 26-92, to subject the Portland Development Commission budget to oversight by the Portland City Council, passed by a narrow 53-47 percent vote.

Columbia County
In Columbia County, a controversial candidate for school board was defeated. Richard Matthews, a convicted rapist, was running for the postion against the current chairman of the school board. He lost by more than 1,000 votes. More on Matthews' bid for school board
Clackamas County
In Clackamas County, a 5-year operating levy for police service in West Linn was among the key issues on the ballot.
With 6,187 votes counted, the operating levy was passing by a 78-22 margin.
Two measures in Oregon City to expand the city's boundaries were both passing by a 60-40 margin.
Unofficial voter turnout was reported at 18 percent as of Tuesday evening.

In Washington County, voter turnout was unofficially estimated at 17 percent.
