Officer who shot, killed homicide suspect also shot Kendra James

PORTLAND, Ore. -- Police officers, including one who was involved in a controversial and deadly shooting five years ago, shot and killed a homicide suspect in Northeast Portland, investigators said.

As officers investigated a homicide in the 9100 block of NE Glisan Street Tuesday night, they were confronted by 27-year-old Jason Spoor, who was armed.

Two officers shot Spoor, said Sgt. Brian Schmautz, spokesman for the Portland Police Bureau.

They were identified as 45-year-old Timothy Bacon and 32-year-old Scott McCollister. In May of 2003, McCollister shot and killed North Portland resident Kendra James. The shooting launched grand jury and Federal Bureau of Investigation probes. A Multnomah County grand jury eventually cleared McCollister of any wrongdoing.

A medical examiner conducted an autopsy Wednesday and determined that Spoor was killed by a single gunshot to the head.

An autopsy for the victim, 29-year-old Dwayne Hampton, revealed that he also died from a single gunshot wound to the head. Police believe Spoor shot Hampton.

How It Began

Police were called to the house at 9124 NE Glisan just after 10 p.m. by a woman who said someone had been killed. When police got there, a man ran into the house, according to Schmautz.

“Several minutes later, the same individual opened the front door and walked outside holding a handgun,” Schmautz said. “Based on officers’ statements and confirmed by independent witnesses, the officers repeatedly told the man to drop the gun. At the same time that the officers were confronting the armed subject, other officers observed crackling sounds and smoke coming from the house.”

Spoor ignored officers' commands to drop his gun and started approaching police, Schmautz said. That's when two officers opened fire.

After the shooting, firefighters arrived and extinguished a fire at the house. Police searched the home and found a body. They have not released the victim's name.

Spoor has an extensive criminal background involving theft and drug charges. In 2000, he escaped from a medium security facility in Hillsboro.
