About 3:45 a.m., fire and rescue workers responded to a Nissan pickup on its top, about 30 feet down the embankment.
David Kuykendoll, of Benicia, Calif., was found dead in his pick up, police said. There was no one else in the vehicle.
Investigators believe the pickup was eastbound when it veered off the south side of the highway, went over a guardrail and hit several trees.
