PORTLAND, Ore. -- The European Union is preparing to let airline passengers use cell phones during flights.

But U.S. Representative Peter DeFazio wants to ensure that Americans won't be subjected to one-sided chitchat at 30,000 feet.

Oregon's DeFazio is a senior member of the House Transportation Committee. The Democrat introduced a bill yesterday that would prohibit the use of voice communication cell phones during flight, even if the airlines develop systems that meet safety standards.

The legislation, however, would allow people send text messages and e-mail on systems that many airlines are developing for use while airborne.

DeFazio says with the "very close quarters," if 100 or more people start talking on cell phones, it could amount to a great potential for trouble.
