Vancouver makes bike helmets mandatory, even for adults

VANCOUVER, Wash. -- City leaders passed a new law requiring helmets to be used by all people riding bicycles in public areas within the city, including adults.

The law also applies to those on skateboards, roller blades, roller skates, unicycles and scooters.

It goes into effect in 30 days. Fines for breaking the helmet law will cost up to $50.

The law includes a provision for the court to waive, reduce or suspend the penalty if the violator provides proof that he or she has acquired a helmet.

The ordinance will be enforced by the Vancouver Police Department as part of their regular duties.

Vancouver Mayor Royce Pollard told KGW the city will work with major retailers to get helmets donated and/or made available at a discount to low income families.

The Vancouver City Council passed the ordinance 5-1 Monday night.

Vancouver was one of the few jurisdictions in Washington state that did not have an ordinance requiring the use of helmets for bicycles.

Most cities in Washington state and a handful of cities around the country require helmets for bicyclists of all ages.

Oregon law requires the use of helmets for anyone under the age of 16.

In August 2007, the Clark County Board of Commissioners asked the Clark County Youth Commission to develop a proposal for bicycle helmet regulations.

The Youth Commission presented their recommendations several months later.
