Street of Dreams homes threatened by slides

Drenching rains were causing erosion and possible landslides at several homes on the 2006 Street of Dreams near Oregon City.

Two of the lots on the street of luxury homes were at risk of serious damange from possible landslides.

Tu and Tina Phan knew there was a risk when they bought "Moxies." They were credited money on the purchase price of the home to make sure the house would not slide.

Rick White, designer of the Phan’s home, says he knew as soon as they dug the foundation that there were soil stability problems. They found a layer of thick , blue volcanic ash below the home. As a result, they decided to build the foundation on 86 steel pilings driven deep into the ground, as deep as they would go, to make certain the house was stable.

White says all the soil could slide away around the steel pilings and the house would still be stable.

Not true for the septic system, which was constructed in the dirt and was damaged this week by erosion, forcing the Phan's to evacuate their home.

White also said they house next door, "Romeo and Juliet", was not thought to be endangered by the soil stability problems on the Phan’s neighboring property.

The driveway of the "Romeo and Juliet" home dropped several feet earlier this week. That home was built on a standard concrete foundation that could break, drop or move, according to White.

Bill Winkenbach, owner of BC Custom Homes, built "Romeo and Juliet."

He says he was misled about the safety of building on the lot.

"I was told there was no risk," said Winkenbach, "(that) the issues at Moxies (the Tran home) were 70 feet below my house and would have no impact.”

"I was given a clean report," added Winkenbach. "Had I known, I would have never built on it."
