Portland turns attention toward rising gang violence

At least 11 gang-related shootings in last month, police say

PORTLAND, Ore. -- City leaders will announce new, aggressive steps to attempt and rein in gang violence.

Community urged to tackle gangs

A new initiative called "Operation Cool Down" will be announced Friday by city leaders and many agencies across the spectrum of government were to be involved.

City Hall planned to focus resources and enforcement on specific offenders as well as neighborhoods affected by gang violence, Portland Commissioner Dan Saltzman said.

Police believe at least three deaths in the last month were gang related. In the last year, police said they've identified 150 new gang members in the Metro area.

Saltzman said the multi-agency effort would rival the city's response in the 1980s, when gangs first became a major problem.

But Saltzman also called on communities to take responsibility, too. Mentors and the religious community were urged to focus on at-risk youth.

City Hall would work to fund programs aimed at those youth as well.

Southeast drive-by may be retaliation for recent murders, police say
A 22-year-old man was arrested in connection to a Southeast Portland shooting on Wednesday that sprayed a passing car with bullets.

Anthony Dwaine Bell has been charged with three counts of attempted aggravated murder and one count of felon in possession of a firearm, police said.

Bell is related to a man slain in gang violence on New Year's Eve. Police said he fired six to eight rounds toward a rival.

The shooting occurred Wednesday around 2:30 p.m. in the 9200 block of SE Holgate St.

One of the bullets smashed the rear window of an SUV driven by an assistant manager at a group home for the developmentally disabled. It landed in the dog bed in the rear of her vehicle.

Police said Bell is the stepbrother of Darius Perry, one of two men killed on New Year's Eve in Gresham.

Bell surrendered to police Wednesday night at a residence near the intersection of SE 92nd Avenue and SE Holgate. The city's Special Emergency Response Team, or SERT, was activated in response to the drive-by, responded to the scene and continued the investigation.

In Wednesday's shooting, both the victim and suspect had fled before police arrived.
