Serial 'jogger rapist' could move into apt 2 blocks from the Pearl

A victim's battle to keep the man who raped her in prison is now in the hands of a judge, but detailed plans for his release are already in place.
Convicted serial rapist Richard Gillmore, 48, could soon move from prison to an apartment in Portland's Old Town neighborhood.
Multnomah County owns and operates an apartment building called “The Medford.” It is located across from a bus station and right above a community service center that helps the homeless. The apartment building is also only two blocks from the Pearl District.

Some people believe it's the wrong place for a convicted rapist who has admitted to raping eight women.
"Oh my goodness that really makes me nervous," said Brenda Grosz, who works at a comedy club across the street and walks to her car alone.
However, parole officers say "The Medford" is a good location to monitor high-risk sexual offenders.
"The Medford has 24-hour case management. There is a staff on site to monitor the residents who live there,”
Robb Freda-Cowie with Multnomah County Community Justice said.
Gillmore will have to wear a GPS device so authorities can track him. He'll also be required to stay within a mile of his apartment.
There's also a plan to inject him with female hormones.
“We know in other cases its very successful in reducing and inhibiting sexual function and drive for high risk dangerous sex offenders,” said Reda-Cowie.
Parole officers say they'll do whatever they can to keep Gillmore from re-offending but neighbors here have no guarantees. Gillmore is scheduled to move to Portland in just a few weeks.
The state parole board has set a release day of January 21st, unless the judge overules that decision
