Released sex offender re-arrested for trying to evade authorities

VANCOUVER, Wash. (AP) -- Vancouver detectives arrested a homeless man who was previously convicted of sexually assaulting children.
James Matthew Kelly was released from prison in December and then disappeared.
In 1997, he was convicted of the rape of a child and child molestation. His victims were two neighbors, a 9-year-old girl and an 8-year-old boy.
Police say Kelly cut off the tracking bracelet he was supposed to wear and did not register as a sex offender.
Authorities say Kelly intended to leave town. Police were able to track Kelly down and arrested him Wednesday without incident.
