VANCOUVER, Wash. -- A teenage driver was charged with reckless endangerment for an accident that killed his friend who was being towed on a skateboard last summer.

Background: Friends remember teen killed

The accident happened near NE 29th Avenue and NE 139th Street in August when 16-year-old Joseph Madison was “skitching.” The car driven by 17-year-old Christian S. Moothart hit a dip in the road when Madison lost his grip, fell and hit his head on the pavement. He was pronounced dead at the scene.

Moothart was charged with reckless engangerment by carrying person outside the vehicle.

There were two other teenage boys in the car at the time of the accident. Police said neither drugs nor alcohol appeared to be a factor.
