Man killed in car-to-car shooting in Salem

SALEM -- Two men are accused of pulling up alongside a car in Salem and firing at the people inside, killing one of the passengers and wounding two others, according to a Salem newspaper.
The report in the Statesman Journal said the victim, Rafael Garcia, of Keizer, was involved in an ongoing dispute with the two men who allegedly shot him.
It went on to say that police believe Adrian Montoya-Franco, 24, of Salem, and Francisco Ibarra-Ruiz, 21, of Keizer, pulled up to a car at the intersection of 5th and Locust on Sunday and fired several shots into the car that Garcia was riding in.
Ruiz and Franco were arrested Monday afternoon and booked on charges of murder, second-degree assault and unlawful use of a weapon.
Meantime, the injured driver of Garcia’s car was able to get to Salem Hospital. The driver, described only as a 20-year-old woman, and a second injured passenger, described as a 24-year-old man, were treated at the hospital and survived, according to the report. Garcia could not be saved.
Lt. Jim Anglemier with the Salem Police Department told the Statesman Journal that investigators did not believe the shooting was gang-related.
