Arrests made in suspected Albany kidnapping-ransom scheme

ALBANY, Ore. -- Five people were arrested in what police think was a kidnapping ransom plot in Albany.

Albany police Sgt. Marv Hammersley said three kidnappers tied up the family and took a 42-year-old woman away, holding her overnight on April 7.

She was released in Dallas, about 24 hours later.

The family members said they didn't know the kidnappers. But they said at least one was armed and threatened to kill if police were notified. The suspects were described as Hispanic men in their 20s.

Capt. Eric Carter told the Gazette-Times four people were arrested in a stolen car in Monmouth Saturday. Ausli Vazquez-Perez, 18, Arnulfo Lopez-Perez, 28, Gilberto Vazquez-Perez, 26, and Dayver Vazquez-Perez, 23 were all taken to jail and had immigration holds. A fifth suspect, 42-year-old Ignacio Mendoza-Baltazar faced a conspiracy charge, the paper said.

Police said they did not report the kidnapping immediately because of concerns for the victim's safety.
