Salem Police Lt. Dave Okada says the 11-year-old was charged with disorderly conduct and referred to the Polk County Juvenile Department.
Okada says there's no evidence the boy took any steps to carry out the threat.
Another student found the note Monday and contacted school officials. The suspect was arrested Tuesday morning.
