Judge halts jogger rapist's early release

A judge on Friday denied a request to cut short the sentence of a convicted serial rapist and move him to Portland.
An earlier parole board ruling would have released 48-year-old Richard Gillmore, who is serving time in a state prison in Salem, and has admitted to raping eight women.
A letter was sent by Gillmore to a criminal psychologist, pleading for his early release. The Oregon Parole Board was convinced and later scheduled the release for January 21.
Background: Letter details appealKnown as the serial jogger rapist, Gillmore, confessed to attacking seven women in the late 1970's. The statute of limitations had expired, but Gillmore was convicted for the December 1987 rape of Tiffany Edens.
In the nine-page letter to a criminal psychologist, the rapist methodically catalogues the reasons he believes he’s ready to rejoin society, specifically Portland society, approximately 10 years early.
Gillmore would have had to wear a GPS device so authorities could track him, be required to stay within a mile of his apartment. There were also plans to inject him with female hormones.
Parole officers had chosen "The Medford" apartment building in Old Town, saying was a good location to monitor high-risk sexual offenders.
