PORTLAND -- The annual Rose Festival will start Friday night in Portland with carnival rides, musical entertainment and a spectacular fireworks show.

The festival will last three weeks in the Rose City and the most popular draws are the Grand Floral Parade, one of the nation's biggest all-floral parades, the Starlight Parade and the CityFair, with carnival rides and musical entertainment.

However, the Rose Fest already has some challenges this year.  Crews had to spend Thursday putting up some tents inside CityFair, including a new "sheltered shopping center." They also have sand on standby in case the walkways get muddy.

There were also concerns that some of the Fleet Week ships may not be able to get under bridges if there are high water conditions when they arrive. If that happens, they will have to dock elsewhere, which could effect public tours.

And possibly the toughest news of all -- the Rose Festival will likely be without roses this year, due to the ongoing rainy conditions. So far, roses have not bloomed in the International Rose Test Garden, which usually draws thousands of visitors during Rose Festival.
