SALEM - Gov. John Kitzhaber and Sen. Jeff Merkley are hailing the Obama administration's decision to let people get tax credits if they bought health coverage directly from an insurance company because of technical problems with Cover Oregon.

Kitzhaber says the news means more Oregonians will be able to access affordable health coverage. Markley says "Oregonians should not have to foot the bill for Cover Oregon's failures."

Cover Oregon's online enrollment system did not launch on schedule in October and exchange officials struggled to devise a backup plan to enroll people. They brought in 400 workers to process applications by hand, a time-consuming process that created a backlog of thousands of applications.

Later last year, Cover Oregon officials advised people to enroll directly with insurance carriers if they needed coverage immediately.
