Laser clinic closure angers pre-paid customers

PORTLAND -- Customers expecting cosmetic treatment from one Southwest Portland business are being left without hundreds of dollars out of pocket.

Premier Laser shut its doors on July 13th, with no notice and with thousands of dollars in customers pre-paid packages.

"The way that they did it was very shady, to basically move out of your office in the dark of night, to call everybody when you know you're closing, under the guise of rescheduling, makes them sketchy," one customer complained to KGW.

Newschannel 8 tried to get in contact with both the owner and the general manager. Owner Kelly Coley responded by phone Tuesday and said she's going to make sure that all the customers who are owed money will get it back.

Coley said that she had to abruptly close the business due to an employee's inappropriate behavior. 

As of Tuesday afternoon, 20 people had filed complaints with the Attorney General's Office including a woman named "Lynn" who asked that we shield her identity. A handful of others have contacted state officials since the report on KGW aired Monday.

"I've learned my lesson. I won't be doing gift certificates anymore," she said.

Lynn had used the company a few times and gave a $400 gift certificate to her daughter. The appointment was set for July 12th. The company called her that morning and told her there had been a break in at the clinic but that clients files had not been tampered with, Lynn said.

Premier Laser asked her to reschedule for July 26th. On that day, she was greeted with a note posted on the door from Coley, saying the general manager Randall Radcliff had, "through his agents seized all the company computers on July 13th. We cannot guarantee security of any information that you have given the clinic in any form."

Coley left the phone number of the general manager, but made no note about paying anyone back.

The Oregon AG's office said once a business closes its door, consumers are at the mercy of the owner.

"It's real hard for a consumer to do much to protect themselves," said Associate Oregon Attorney General Keith Dubanevich said. "We’ve had conversations with the lawyers for the business and the business is trying to work out issues with the consumer," he added.

Lynn said she has yet to hear from anyone with Premier Laser.

"It would be really nice if it did happen, but I probably wouldn't hold my breath." she said.

Coley filed with the State of Oregon back on July 11th to restart her business with a different manager.
