MOUNT ANGEL -- Classes were delayed two hours Tuesday morning in Mount Angel after reports of a suspicious device sent the Oregon State Police bomb squad into downtown blocks.

No threat was found. The squad cleared the scene shortly before 7 a.m.

Mount Angel police said the incident began shortly before 4 a.m. when police went to a call about a man screaming and yelling near city hall.

The man was taken into custody and officers spotted a package near the gazebo at Berchtold Memorial Park, east of city hall. The suspect said there was a bomb inside.

Taken into custody was 29-year-old Joseph Conklin, an Oregon State Police trooper on hold in a "personal investigation" since December, police said. He was taken to the hospital for a mental health evaluation.

There was a report of a second bomb near St. Mary's Church. Nothing was found.
