Review finds fault with spotted owl recovery plan

GRANTS PASS, Ore. (AP) -- The Bush administration's plan for assuring the survival of the northern spotted owl while allowing increased logging in old growth forests has received another bad review.
The Sustainable Ecosystems Institute put together a panel of nine scientists who reviewed the owl plan at the behest of the U.S. Fish and Wildlife Service.

A 150-page draft obtained by The Associated Press says the reviewers found the plan underestimates the importance of habitat, and calls the approach to defining habitat goals "deeply flawed."
It says the plan does "not use scientific information appropriately."
A Fish and Wildlife spokeswoman, Joan Jewett, says the critical reviews are being taken into account in the plan to be made final next month.
