When most of the federal stimulus hasn't been paid out yet,there are calls in Washington,D-C for a second round of stimulus money.
The newspaper takes the postion that it can't be justified until Congress has a "long term hope of generating a real recovery--one that will begin paying down the nation's massive debt."
