Editor's note: Here's an outline of the deal reached between
the Confederated Tribes of Warm Springs and Oregon Gov. Ted Kulongoski
to build a new casino in Cascade Locks. Details were outlined by
officials to the media on Tuesday afternoon...
GOVERNOR agreed Monday night.
MAKE OR BREAK ISSUES:
- Preserve tribal land at Hood River / keep it natural.
- Only 1 casino per tribe.
- Economic benefits for all.
AGREEMENT:
- State takes over most of Hood River land, the rest remains
undeveloped in conservation trust forever. Tribes give up Hood River
claims forever.
- Kahneeta shuts down its casino as soon as this one opens.
- State gets cut of profits, but will not say how much until Wednesday.
- Tribe pays entire cost of brand new I-84 interchange. Estimated
price tag: $20 million.
- Tribe agrees to minimum standards for:
- wages
- worker safety
- non discrimination
- workers can unionize
- New Casino will seek certification for energey efficiency.
- Will build low profile, blend into gorge.
CASINO PROJECT
- 400 construction jobs
- 1,200 full-time casino operation jobs (includes hotel,
restaurant, related businesses.)
- Will be largest casino in Oregon, larger than Grande Ronde.
LOCATION
- Location is in an industrial park at the east end of Cascade Locks in
an area that is already zoned for development. The area is near a wood
pekket company, between I-84 and the river.
- The site in Cascade Locks is not environmentally sensitive. The
proposed site in Hood River, which has been nixed, was much more
environmentally sensitive.
